簡要規則描述：航瑞路（下鹽路-鶴濤路）段污水管網，于航頭鎮拓展基地建設時建成，至今已經超過10年，建成后一直未能移交養護。因長期未落實管養，導致現有管網有多處損壞，堵塞情況經常發生，排水功能受到影響。由于該管道是周邊小區污水排放至下鹽路總管的主要通道，經常性堵塞，也導致西側小區內污水多次出現難以排出的現象，淤積堵塞嚴重，臭氣很大，居民已經多次通過12345平臺或者居委會進行投訴。雖然委托了單位進行疏通，但鑒于管網損壞，效果一般。建議對該段污水管網進行修復，并納入地下管網養護。
Brief Specification Description: The sewage pipeline network of Hangrui Road (Xiayan Road Hetao Road) section was built during the construction of the Hangtou Town expansion base, and has been over 10 years since its completion. However, it has not been handed over for maintenance. Due to the long-term failure to implement management and maintenance, there are multiple damages and blockages in the existing pipeline network, which often affect the drainage function. Due to the fact that the pipeline is the main channel for the discharge of sewage from surrounding communities to the main pipeline of Xiayan Road, it is often blocked, which has led to multiple difficulties in discharging sewage in the western community, severe siltation and blockage, and a strong odor. Residents have complained multiple times through the 12345 platform or neighborhood committee. Although a unit was commissioned to clear the pipeline, the effect was mediocre due to the damage to the pipeline network. Suggest repairing the sewage pipeline

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購， 評審時中小企業產品均不執行價格折扣優惠；
（2）扶持殘疾人福利性單位， 并將其視同小微型企業；
（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18 號和財政部財庫〔2019〕19 號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；
（4)購買國貨政策：本項目不接受進口產品。
