二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時小微企業產品均不執行價格折扣優惠。
（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；
(b)Qualification requirements to be met to implement government procurement policies:
（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;
