中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited  (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Pneumatic Eccentric Rotary Control valve for mLLDPE Plant: 4 Sets, with Valve body material CS, valve internals 316SS/Hard Face, valve pressure ANSI 150LB, pipeline size DN900 (36").
EOEG裝置氣動偏心旋轉閥：1臺，閥體材質A217 WC6，閥內件316SS+HF，壓力等級ANSI 600LB，管道口徑DN600（24"）,該閥門除正常工況外還有二個工況：EOC工況、開車工況。
Pneumatic Eccentric Rotary Control valve for EOEG Plant: 1 Set, with valve body material A217 WC6, valve internals 316SS+HF, pipeline size DN600 (24"). In addition to normal operating conditions, this valve also has two operating conditions: EOC operating condition and start-up operating condition.

For goods offered from outside PRC customs territory: not later than May 15th, 2026 (departure date on Bill of Lading)

3. 對投標人的資格和業績要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標不接受代理商投標。投標人應為本次投標所投產品的制造商。如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資質要求
投標產品制造商應具有《中華人民共和國特種設備制造許可證》（壓力管道元件制造）和相應的《特種設備型式試驗證書》（壓力管道元件）。特種設備型式試驗證書在類別、公稱壓力、公稱尺寸和溫度范圍能夠覆蓋招標物資。證書中制造單位名稱、地址和投標產品的制造單位名稱、地址應一致。投標時需提供證書原件掃描件（原件備查）。
