中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術規格：防喘振調節閥，口徑從8”-30”、閥體材質包括A216 WCB、A352 LCC、A351 CF8、A351 CF8M等，閥內件材質為316SS +Stellite，壓力等級從CL150~CL600。
Main Specifications：The size of Anti-surge Control Valves range from 8”to 30”. The body material of the control valves including A216 WCB, A352 LCC, A351 CF8, and A351 CF8M, the trim material is 316SS+Stellite. The rate range from CL150 to CL600.

3. 對投標人的資格和業績要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為本次投標所投產品的制造商或者授權代理商。如果投標人是代理商，則須提供制造商有效授權書（授權書格式見第一冊 第四章 IV-9-4）；如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。同一產品制造商和代理商同時參與投標，應當否決該制造商和代理商的投標。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯系人進行核驗，對于國外制造商授權書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網站上查詢并核驗一致的或紙質投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規定期限內提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規定給予禁用等處理。
