簡要規則描述：根據新區加強實有人口管理服務工作要求，為做好鎮轄區內來滬人員信息管理服務，開展“三個實有”信息錄入、人口信息采集以及治安巡邏、重要節點安保等工作，提高人口調控綜合管理、綜合治理服務的能力，為確保老港鎮地區治安的持續穩定提供強力支撐。
Brief Specification Description:In accordance with the requirements of the New Area for strengthening the management and services of the actual population, this initiative aims to improve the management and services of information regarding personnel coming to Shanghai within the town's jurisdiction. It will carry out work such as the entry of "three actuals" information, population information collection, public security patrols, and security work at key nodes. The goal is to enhance the capabilities in comprehensive management of population regulation and comprehensive governance services, thereby providing strong support for ensuring the continuous stability of public security in Laogang Town.

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：1）強制采購節能產品政策：強制采購在國家公布的節能清單中以“★”標注的品目。
2）鼓勵節能政策：在技術、服務等指標同等條件下，優先采購屬于國家公布的節能清單中產品。
3）鼓勵環保政策：在性能、技術、服務等指標同等條件下，優先采購國家公布的環保產品清單中的產品。
4）扶持中小企業、促進殘疾人就業政策：落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展。監獄企業、殘疾人福利性單位視同小型、微型企業。（本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。）
