中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2. 招標(biāo)內(nèi)容Subject Matter of Procurement

貨物名稱：順磁氧分析儀系統(tǒng)              
Name of Goods: Paramagnetic oxygen analyzer system

Quantity: 22 sets

主要技術(shù)規(guī)格：順磁氧分析儀測量原理采用順磁式。性能應(yīng)滿足下列要求：線性誤差不小于1%FS；重復(fù)性不小于1%FS；響應(yīng)時(shí)間T90小于10S；零點(diǎn)漂移不大于0.5%/月；分析儀帶顯示和操作功能。
Main Specifications:The principle of measurement of paramagnetic oxygen analysis instrument is paramagnetic. The performance should meet the following requirements: linear error is not less than 1% FS; Repeatability of not less than 1% FS; Response time T90 is less than 10S; Zero-point drift is not greater than 0.5% / month; The analyzer has display and operation functions.

3.對投標(biāo)人的資格和業(yè)績要求

A.如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
