中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國(guó)海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project (hereinafter referred to as “Procuring Entity (Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
 
1.  招標(biāo)條件 Preconditions for Solicitation
項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：Project overview and financial nature: CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2.  招標(biāo)內(nèi)容 Subject Matter of Procurement
  
貨物名稱：過(guò)程分析儀表系統(tǒng)
Name of Goods: Process Analyzer System
  
數(shù)量：17套（包含94套分析儀表及17個(gè)分析小屋）
Quantity: 17 sets (include 94 set s of analyzers and 17 sets of analysis houses)
  
主要技術(shù)規(guī)格：色譜分析儀柱箱加熱方式必須使用空氣浴加熱，被測(cè)組份的量程低于500ppm時(shí)，色譜分析儀必須選用FID檢測(cè)器，測(cè)量500ppm以下微量的CO、CO2，必須采用FID+甲烷轉(zhuǎn)換器。順磁氧分析儀必須有SIL2證書, T90 <4s。
Main Specifications: The heating method of the column oven of the chromatographic analyzer must be air bath heating. When the range of the component to be measured is less than 500ppm, the chromatographic analyzer must use an FID detector. To measure trace amounts of CO and CO2 below 500ppm, an FID + methane converter must be adopted.The paramagnetic oxygen analyzer must have a SIL2 certificate and T90 <4s.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求
Requirements for Qualifications and the Past Performance of the Bidder:

A. ★如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
 
★如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
 
★投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
