Brief specification description or basic overview of the project: For the agricultural waste generated by farmers and growers within the jurisdiction of Lao Gang Town (approximately 15,500 tons), it is promptly and properly collected and transported to centralized disposal sites. The agricultural waste is then crushed and decomposed using agricultural waste resource utilization facilities, and the resulting fertilizer is returned to the fields for treatment, thereby enhancing the level of resource utilization.

二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：1）鼓勵節能政策；2）鼓勵環保政策； 3）扶持中小企業、促進殘疾人就業政策， 監獄企業、殘疾人福利性單位視同小型、微型企業。 4）本項目不接受進口產品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Encourage energy-saving policies; 2) Encourage environmental protection policies; 3) Support small and medium-sized enterprises and promote employment for the disabled. Prison enterprises and welfare-oriented units for the disabled are regarded as small and micro-sized enterprises. 4) This project does not accept imported products.
