中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”），中國(guó)海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱(chēng)為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project and PC Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project and PC Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project and PC Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

標(biāo)段劃分Bidding section division：
本項(xiàng)目分為2個(gè)標(biāo)段，2個(gè)標(biāo)段獨(dú)立進(jìn)行評(píng)審，兼投不兼中，每一個(gè)投標(biāo)人只允許中標(biāo)一個(gè)標(biāo)段；當(dāng)標(biāo)段一與標(biāo)段二的第一中標(biāo)候選人相同時(shí)，經(jīng)評(píng)審的投標(biāo)總價(jià)組合最低價(jià)（不含增值稅）的投標(biāo)人為中標(biāo)人。即在“標(biāo)段一的第一中標(biāo)候選人+標(biāo)段二的第二中標(biāo)候選人的經(jīng)評(píng)審的投標(biāo)總價(jià)”與“標(biāo)段二的第一中標(biāo)候選人+標(biāo)段一的第二中標(biāo)候選人的經(jīng)評(píng)審的投標(biāo)總價(jià)”中，選擇價(jià)格較低的組合分別進(jìn)行授標(biāo)。
This project is divided into two sections. Each section will be evaluated independently. Bidders can bid for two sections but cannot win both. Each bidder is only allowed to win one section. When the first candidate for winning the bid in Section One is the same as that in Section Two, the bidder with the lowest evaluated total bid price combination (excluding value-added tax) shall be the winning bidder. That is, among the "evaluated total bid price of the first winning candidate of Section One + the second winning candidate of Section Two" and "evaluated total bid price of the first winning candidate of Section Two + the second winning candidate of Section One", the combination with the lower price will be awarded separately.
 
3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求

A. 如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
 
如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
 
投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書(shū)（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
