簡要規(guī)則描述：本項目主要內(nèi)容包括：繼續(xù)完善生活排水網(wǎng)絡(luò)，對已建成設(shè)施可能存在的不可抗力損壞問題進(jìn)行整改，對遺漏問題進(jìn)行補(bǔ)缺，以確保水質(zhì)達(dá)標(biāo)，居民生活污水得到妥善處理。對臨江村、紅旗村、三林北港、浦發(fā)綠城2801弄等點位進(jìn)行新建管道、窨井、泵站、一體式化糞池，管道修復(fù)，路面翻挖及修復(fù)等工程性措施（具體工作內(nèi)容及要求詳見競爭性磋商文件、工程量清單及圖紙）。
Brief Specification Description: The main contents of this project include: continuing to improve the domestic drainage network, rectifying the possible force majeure damage problems of the already built facilities, and filling in the omissions to ensure that the water quality meets the standards and that the domestic sewage of residents is properly treated. Engineering measures such as the construction of new pipelines, manholes, pumping stations, integrated septic tanks, pipeline repair, and road excavation and repair will be carried out at key locations including Linjiang Village, Hongqi Village, Sanlin Beigang, and No. 2801 Lane of Pudong Development Greentown. (For specific work contents and requirements, please refer to the competitive negotiation documents, bill of quantities and drawings.)

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）項目執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財庫〔2020〕46號）及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔2022〕19號）；
（2）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；
（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；
